Form of Authority
This course will provide the learners with the knowledge and understanding of the Form of Authority process, specifically in relation to the safe control of operations on the UK gas network. It will provide the necessary training and assessment to achieve SCO registration on the EUSR register.

The Safe Control of Operations (SCO) Initial Training Programme – Module 5 (Form of Authority) provides learners with the knowledge and understanding required to apply and manage Form of Authority controls in accordance with SCO procedures on the UK gas network. The course delivers the training and assessment necessary to support SCO registration on the Energy & Utility Skills Register (EUSR).
The programme develops a clear understanding of the purpose of a Form of Authority and the circumstances in which this type of control is required. Learners explore how Forms of Authority are used to safely manage specific operational activities and ensure appropriate levels of control, authorisation, and communication are maintained throughout the work process.
Learners are guided through the key information requirements of a Form of Authority, including how to identify and analyse critical details needed to safely plan and manage work. The course also examines the roles and responsibilities of personnel involved in the preparation, issue, acceptance, and management of Forms of Authority, with particular emphasis on communication, site attendance, handover arrangements, records management, conflict checking, and the management of deviations and emergency situations.
Training is delivered through structured classroom-based theory sessions, trainer-led discussions, and audit-style exercises to reinforce understanding and practical application. Assessment is achieved through a multiple-choice theory examination to confirm learner knowledge and understanding of the Form of Authority process.
On successful completion, learners meet the Form of Authority knowledge requirements within the SCO framework and are eligible to progress toward or maintain EUSR SCO registration. Completion of SCO Module 1 (Core) is a prerequisite for this module.
This course comprises of structured theory sessions, trainer led discussions and audit exercises. This will be supported by a multiple-choice theory paper to demonstrate the learners understanding of the subject matter.
