Course Overview

This course will provide the learners with the knowledge and understanding of the Form of Authority process, specifically in relation to the safe control of operations on the UK gas network. It will provide the necessary training and assessment to achieve SCO registration on the EUSR register.

On successful completion of the course learners will be able to:

  • State the purpose of a Form of Authority and when this type of control should be used.
  • Identify and analyse the key information requirements of a Form of Authority.
  • State the relevant process, roles and responsibilities for personnel involved in the preparation and management of a Form of Authority.
  • Identify specific Form of Authority requirements for communication, handover, records management, attendance on site, conflict checking and dealing with deviations and emergencies.

The Safe Control of Operations (SCO) Initial Training Programme – Module 4 (Routine Operation) provides learners with the knowledge and understanding required to plan, manage, and control routine operational activities in accordance with SCO procedures on the UK gas network. The course delivers the training and assessment necessary to support SCO registration on the Energy & Utility Skills Register (EUSR).

The programme develops a clear understanding of when Routine Operation controls are required and the purpose of associated documentation. Learners explore how routine operational activities are authorised, planned, and controlled within the SCO framework, ensuring risks are effectively managed through established procedures and safe systems of work.

Learners are guided through the key information requirements of Routine Operation documentation, including how to identify, analyse, and apply appropriate control measures. The course also examines the roles and responsibilities of personnel involved in the planning, preparation, execution, completion, and management of Routine Operation works, emphasising effective communication and coordination throughout the operational process.

Training is delivered through structured classroom-based theory sessions, trainer-led discussions, and audit-style exercises to reinforce understanding and practical application. Assessment is achieved through a multiple-choice theory examination to confirm learner knowledge and understanding of the Routine Operation procedure.

On successful completion, learners meet the Routine Operation knowledge requirements within the SCO framework and are eligible to progress toward or maintain EUSR SCO registration. Completion of SCO Module 1 (Core) and Module 2 (Permit to Work) is a prerequisite for this module.

All operatives and managers working on operational tasks within the Gas Networks, as well as specific Meter Installations, including those designated or expected to become Named Authorising Engineers or Named Competent Persons, is included. All individuals must have completed the SCO Core Module 1 before completing this module.
