Permit to Work
This course will provide the learners with the knowledge and understanding of the Permit to Work system, specifically in relation to the safe control of operations on the UK gas network. It will provide the necessary training and assessment to retain SCO registration on the EUSR register.
On successful completion of the course learners will be able to:
• State the purpose of a Permit to Work and when this type of control should be used.
• Recognise the importance of risk assessment to a Permit to Work.
• Identify the key information and process requirements needed for a Permit to Work.
• State the requirements for managing change in relation to a Permit to Work.
• Identify specific Permit to Work requirements for validity and extension, atmosphere testing, execution, handovers and completion.
The Safe Control of Operations (SCO) Renewal Training Programme Module 2 (Permit to Work) provides learners with the knowledge and understanding required to refresh and maintain competence in the application of Permit to Work systems as part of the safe control of operations on the UK gas network. The course delivers the training and assessment necessary to retain SCO registration on the Energy & Utility Skills Register (EUSR).
The programme reinforces understanding of when Permit to Work controls are required and the purpose they serve within the SCO framework. Learners revisit the role of risk assessment in supporting Permit to Work activities, including the identification of hazards, the management of risk, and the importance of selecting appropriate control measures.
Learners are guided through the key information and process requirements of a Permit to Work, with particular focus on managing change, permit validity and extension, atmosphere testing, execution of work, handover arrangements, and completion procedures. The course also emphasises the responsibilities of personnel involved in issuing, accepting, and managing Permits to Work to ensure continued compliance and safe working practices.
Training is delivered through structured classroom-based theory sessions and trainer-led discussions, allowing learners to consolidate existing knowledge and remain current with Permit to Work requirements. Assessment is achieved through a multiple-choice theory examination to confirm continued competence and understanding.
On successful completion, learners meet the renewal requirements for Permit to Work within the SCO framework and are eligible to retain EUSR SCO registration. Learners must hold the appropriate in-date SCO certification prior to attending this renewal module.
Registration is subject to renewal every five years, in line with EUSR and industry requirements.
All operatives and managers working on operational tasks within the Gas Networks, as well as specific Meter Installations, including those designated or expected to become Named Authorising Engineers or Named Competent Persons, is included. Individuals must hold SCO 1 & 2 plus GL/6 update, or SCO core and Permit to Work, still in date, prior to completing the training.
