Module 1 - Core
This course will provide the learners with the knowledge and understanding of the core principles of the safe control of operations when working on the UK gas network. It will provide the necessary training and assessment to achieve SCO registration on the EUSR register.
On successful completion of the course learners will be able to:
• State the purpose, process and main features of the revised SCO procedures.
• Identify the context and scope of SCO.
• State the types of safe systems within the risk hierarchy and risk-bases approach to SCO.
• Identify the roles and responsibilities of specific individuals within SCO and the importance of communication.
• State the SCO procedures for deviations and emergency situations.
• Identify the requirements for records management, performance review and monitoring, audit and review.
• Identify SCO competency requirements.
• Identify SCO EUSR registration requirements.
The Safe Control of Operations (SCO) Initial Training Programme – Module 1 (Core) provides learners with the knowledge and understanding of the fundamental principles required to safely control operations when working on the UK gas network. The course delivers the essential training and assessment needed to support initial registration on the Energy & Utility Skills Register (EUSR) for SCO.
The programme develops a clear understanding of the purpose, scope, and application of revised SCO procedures, placing strong emphasis on risk-based decision making and the hierarchy of safe systems of work. Learners explore how SCO fits within gas network operations and how effective planning, control, and communication contribute to the safe management of work activities.
Learners are guided through the roles and responsibilities of key personnel within the SCO framework, including the importance of clear communication between duty holders, authorising engineers, and competent persons. The course also addresses the management of deviations, emergency situations, and the requirements for effective records management, performance monitoring, audit, and review.
The training is delivered through structured classroom-based theory sessions and trainer-led discussions, allowing learners to develop a solid understanding of SCO principles and procedures. Assessment is achieved through a multiple-choice theory examination to confirm knowledge and understanding of the subject matter.
On successful completion, learners meet the core knowledge requirements for SCO and are eligible to apply for EUSR registration, supporting their role within gas network operations, meter installations, and related operational activities.
All operatives and managers working on operational tasks within the Gas Networks, as well as specific Meter Installations, including those designated or expected to become Named Authorising Engineers or Named Competent Persons, is included.
