This course equips learners with the knowledge and skills needed to supervise and monitor NRSWA operative activities in accordance with UK legislation. It focuses on maintaining safety standards and ensuring the continued integrity of highways, and offers the training and assessment required to achieve City and Guilds certification.

The City & Guilds NRSWA Supervisor qualification (Units LA and S1–S7) provides learners with the knowledge, skills, and competence required to supervise and monitor street works activities in accordance with the New Roads and Street Works Act (NRSWA) and associated UK legislation.
The course develops a comprehensive understanding of health, safety, and environmental responsibilities when working on the public highway, with a strong emphasis on maintaining safety standards and protecting the integrity of the highway. Learners gain detailed knowledge of location and avoidance of underground apparatus, safe systems of work, and the monitoring of signing, lighting, guarding, and traffic management arrangements.
Learners are guided through the correct supervisory techniques for highway excavation activities, including the monitoring of excavation methods, backfilling, and compaction processes. The course also covers the reinstatement of sub-base and road base materials, cold-lay bituminous materials, concrete slabs, modular surfaces, and concrete footpaths, ensuring all works meet statutory specifications and industry standards.
The programme is delivered through structured classroom-based theory sessions, trainer-led demonstrations, and practical exercises. Assessment is achieved through City & Guilds online multiple-choice theory tests and practical assessments, enabling learners to demonstrate both knowledge and supervisory competence across all required units.
On successful completion, learners achieve City & Guilds certification for NRSWA Supervisor Units LA and S1–S7, confirming their ability to effectively supervise and monitor street works operations on the public highway.
Certification is subject to refresher training every five years, in line with legislative and industry requirements.

All operatives who are required to supervise, and monitor, excavations and reinstatement of the public highway.
